What is WRR?

Wrap Recycle Right is the branded program of a nonprofit stewardship organization that represents boat wrap producers and develops and operates a recycling program under Minnesota’s Boat Wrap Stewardship Law (Minn. Stat. § 115A.1416)—the first such law in the United States.

Formed to promote environmental responsibility and reduce plastic waste in the boating community, WRR supports producers in meeting regulatory requirements and building a network for boat wrap collection and recycling.

Our team will partner with collection sites across the state and continue to expand access as the program evolves.

How Does The Program Work?

Recycling boat wrap keeps materials working harder and supports a thriving boating community. The Boat Wrap Stewardship Program helps reduce plastic waste, safeguard our lakes and rivers for recreation, and support a thriving boating community for generations to come.

Producers Join Wrap Recycle Right

Manufacturers and brand owners must join the approved stewardship plan to sell boat wrap in Minnesota.

Stewardship Organization

Wrap Recycle Right oversees the collection, transportation, and recycling of boat wrap at no cost to the public.

MPCA Oversight

The Minnesota Pollution Control Agency approves stewardship plans, sets performance goals, and maintains a public list of compliant producers.

Maintain Compliance

Retailers must verify that producers are listed here before selling or distributing boat wrap in or into the state.

NOTE: Beginning on September 1, 2025, no boat wrap may be used, sold, or offered in Minnesota unless the producer participates in the approved stewardship plan.

The Importance of Recycling

By recycling, boat owners and partners keep high-quality materials in circulation. This effort keeps high-quality materials in circulation where recyclable components are processed given a proper next-life.

Collection & Drop-Off

Boat owners and program partners collect used LDPE boat wrap during the seasonal unwrap process and drop it off at designated collection sites. Proper prep is key—clean, dry, and free of contaminants.

Sorting & Grading

Material is inspected and sorted into film grades (A–D), based on cleanliness, print, and contamination levels. Most wrap falls under Grade B or C, suitable for a wide range of recycled products.

Mechanical Recycling

Our partners use Minnesota statute-approved mechanical recycling methods, such as dry cleaning for cleaner films and wet washing for dirtier loads. No incineration or chemical processes are used.

Pelletization

Once cleaned and shredded, the LDPE is processed into regrind or pellets—valuable raw material ready to be used in manufacturing new plastic products.

Product Manufacturing

These pellets are then used by manufacturers to create new goods like decking, outdoor furniture, trash bags, and more—extending the lifecycle of the original plastic.

Public Education & Best Practices

Training and public resources help improve wrap quality and handling, supporting higher recovery rates and keeping materials in circulation.

These small actions reduce waste, protect our lakes and rivers, and turn everyday decisions into meaningful environmental impact.

Cut Above the Perimeter Band

Use a shrink wrap film knife to cut just above the band. This protects the boat and removes the non-recyclable band. Dispose of bands with the wrap and attached strapping.

Remove All Non-Wrap Materials

Take off vents, straps, zippers, doors, and any other non-wrap materials. Only clean and dry boat wrap can be recycled.

Roll Up and Store Away

Roll the clean wrap tightly and keep it dry. Store indoors and keep it free of dirt, water, and debris.

Certified Recycling

When your boat wrap is ready for recycling, drop-off at an approved collection site. Interactive map coming soon.
