CIFFRO is the Commercial and Industrial Flexible Film Recycling Organization. It is a newly formed Stewardship Organization comprised of boat wrap producers required by Minnesota’s Boat Wrap Stewardship Law (Minn. Stat. § 115A.1416) to establish and manage a statewide collection and recycling program for recycle-ready boat wrap material.
Reverse Logistics Group (RLG) is an EPR compliance service provider hired by CIFFRO to assist with implementation of the Plan and ongoing management of WRR program.
ARXG is an take-back service provider hired by CIFFRO to assist with public outreach efforts under the supervision of Reverse Logistics Group (RLG).
Stewardship Organization is an organization designated by one or more producers to act on their behalf as an agent to design, submit, and implement a product stewardship plan for boat wrap material in the state of Minnesota.
Minnesota Boat Wrap Stewardship Plan is a formal proposal submitted by CIFFRO to the Minnesota Pollution Control Agency (MPCA) Commissioner, outlining how discarded recycle-ready boat wrap material will be managed, collected, and recycled statewide.
The Plan adheres to Minnesota Statutes § 115A.1416, which regulates the proper management of discarded boat wrap across the state.
The first Plan spans five years, beginning on August 29, 2025, the date it was approved by the MPCA Commissioner, with implementation anticipated to start in the third quarter of 2025.
CIFFRO will submit its first annual report by March 1, 2026, detailing program operations and performance from the previous calendar year. Reports will be submitted annually and include all criteria required by the Law and outlined in the Plan.
Yes— starting July 1, 2025, CIFFRO will pay an annual administrative fee to the MPCA, as determined by the agency. CIFFRO is currently working with MPCA to finalize the fee structure.
Funding of the Wrap Recycle Right Program comes from annual CIFFRO membership dues paid by boat wrap producers that sell boat wrap in or into Minnesota. The dues each producer pays are determined by the amount of boat wrap they sell annually in or into Minnesota.
As defined by the law, "Producer" means, with respect to boat wrap that is sold, offered for sale, imported, or distributed in the state by any means, a person that:
"Brand" means a name, symbol, word, or mark that identifies boat wrap and attributes it to the boat wrap producer.
Yes. There may be multiple producers for each branded or unbranded product line sold or offered for sale in or into the state, since the definition of producer includes businesses across the distribution chain.
Where there are multiple producers in the distribution chain for a branded or unbranded product line, the producers in that distribution chain and the stewardship organization may negotiate the details of financing that best meet the needs of the producers associated with that product line.
Starting on September 1, 2025, boat wrap producers may not sell or offer boat wrap in or into Minnesota unless they are participating in an approved Stewardship Plan through a Stewardship Organization. Boat wrap producers must sign a participation agreement with CIFFRO to continue selling boat wrap in or into Minnesota after September 1, 2025.
All producers must enter into membership agreements with the single stewardship organization implementing a single stewardship plan in order for their branded or unbranded product to be sold or offered for sale in or into the state.

The Producer Participation Agreement defines the legal relationship between companies and CIFFRO. Under this agreement, participating Producers are responsible for submitting accurate data, meeting annual reporting and fee payment obligations, and complying with CIFFRO's operational policies.
CIFFRO members will be required to annually report data on product sales by product type and volume as well as pay associated fees to CIFFRO based on market share determination.
The Minnesota Pollution Control Agency (MPCA) has the authority to request that all producers in the distribution chain identify themselves, their stewardship organization membership status, and known producers in their distribution chain for the purpose of determining compliance.
All compliant and noncompliant producers and brands will be publicly listed on the MPCA website pursuant to subd. 12.
The term “generators” is used to refer to anyone who generates (uses/creates) boat wrap material.

1. Volunteer to act as a participating public Collection Site that accepts boat wrap from the public and is serviced by a transporter

Beginning September 1, 2025, retailers must confirm that any boat wrap they purchase, sell, or distribute in or into Minnesota is covered under an approved stewardship plan. The MPCA will maintain and publish a list of compliant producers participating in the approved program. Retailers are responsible for reviewing this list to ensure all products meet the requirements of Minnesota’s Boat Wrap Stewardship Law.

The Wrap Recycle Right Program provides convenient collection, transportation, recycling, and/or disposal of recycle-ready boat wrap material generated across Minnesota. In addition to offering statewide access to responsible material handling, the program supports Public Education efforts that engage stakeholders through a variety of communication channels. These may include, but are not limited to, the program’s website, email outreach, social media, point-of-sale signage, and partnerships that leverage existing communication platforms used by community partners.
The program aims to meet annual recycling benchmarks while also progressing toward long-term recovery goals outlined in Minnesota’s Boat Wrap Stewardship Law (Minn. Stat. § 115A.1416). Beginning March 1, 2026, and annually thereafter, the program must submit a stewardship report to the commissioner. This report includes a statewide overview of collection and recycling activities, evaluation of educational outreach, and a summary of performance metrics and financial accountability.

To ensure the boat wrap can be successfully recycled, it must be clean, dry, and free of contaminants as possible before delivery to a collection site. CIFFRO urges boat owners, marinas, and storage facilities to remove all non-recyclable components, including:
Proper preparation improves recycling efficiency, reduces processing costs, and protects the quality of recovered materials—making it easier for your wrap to be transformed into something new.
Materials such as windows, tape, nylon straps, and other non-recyclable contaminants should not be included with boat wrap drop-offs. To dispose of these items responsibly, contact your local garbage/recycling company or municipality to learn about available disposal services in your area.
